Even though Printed Circuit Boards are manufactured in the United States, there is no certainty that a specific order associated with a U.S. address will be made or assembled in the United States. According to the 2023 U.S. Census Profile, there are 394 employer establishments engaged in the business of manufacturing bare printed circuit boards (NAICS Code 334412). The number is based on employer establishments and not companies. Loaded-board assembly is not included in this total; loaded-board assembly is classified separately by the Census Bureau under NAICS Code 334418.

Therefore, an accurate U.S. Manufacturer List will need to separate the definition of bare-board fabrication from the definitions of PCBA and EMS Services, identify which facility will be performing the manufacturing operations, and match the published capabilities of the selected Manufacturer with the same PCB Specification that has been released.

Standard Prototypes and Small Engineering Orders

When using a pooled service instead of a high-complexity defense manufacturing facility, customers may find it more beneficial to utilize an economical 2-layer prototype service at $5 per square inch from OSH Park for a set of three boards, with a stated 9-12 calendar-day time to ship. OSH Park also offers a 4-layer prototype service at a cost of $10 per square inch for three prototype boards, with a stated 9-14 calendar-day time to ship.

Both OSH Park services document information related to trace width, spacing, drill hole sizes, copper thickness, and stackup rules and guidelines, whereas their 4-layer service does not provide for blind or buried vias in the manufacturing process (refer to “OSH Park Fabrication Services” for additional information). Because of fixed stackups and quantity multiples, it is easy to compare the services; however, those same rules will limit the customer’s choices for materials, panel, finish, and via options. An advertised low price would only be meaningful when designing according to the published specifications.

Quick-Turn NPI and Engineering Revisions

Sierra Circuits, AdvancedPCB, and Gorilla Circuits have published different rapid-production schedules for domestic production, but no single rapid-production lead time applies to every construction. However, stocked standard multilayer materials used for PCB fabrication can usually move more quickly than rigid-flex, sequential lamination, filled microvias, specialty RF materials, and PCBAs that are waiting for missing components. When shortlisting for NPI, choose the supplier that can accept the released construction and close engineering questions at the required facility, not just a supplier’s website turnaround time.

Advanced, Regulated, Flex, RF, and High-Layer Programs

Advanced programs should be shortlisted based on the available construction and evidence of capabilities, not by company size. All Flex is a specialist candidate for flex and rigid-flex. Gorilla, for example, publishes unusually high layer-count and aspect-ratio limits. Calumet and American Standard Circuits publish advanced domestic bare-board capabilities, while Summit, TTM, and Amphenol publish a broader selection of HDI, RF/microwave, flex, rigid-flex, aerospace, defense, and medical capabilities. The construction and evidence of capabilities serve as indicators of potential candidates; however, the awarded plant must confirm the material system, via structure, qualification records, and production stage required for each specific project.

How Many PCB Manufacturers Operate in the United States?

The Census and industry estimates answer different questions. The introduction identifies the number of employer establishments under NAICS 334412 as 394, covering establishments primarily manufacturing rigid or flexible bare printed circuit boards without mounted components. Loaded-board assembly is classified separately under NAICS 334418 (U.S. Census Bureau NAICS definition).

How Many PCB Manufacturers Operate in the United States

The Printed Circuit Board Association of America reported an industry estimate of PCB fabricators rather than a federal establishment count. The PCB 101 document states that the number of PCB fabricators in the U.S. decreased from more than 2,000 in the late 1990s to approximately 145 today, and that U.S. global market share decreased from nearly 30% to about 4% (PCBAA PCB 101). Therefore, the 145 and 394 figures cannot be directly compared because one estimates fabricators while the other counts employer establishments. A sound count must include the year, source, unit, and whether the count refers to companies or establishments.

What Does a U.S. PCB Manufacturer Mean?

The Federal Trade Commission uses an “all or virtually all” standard for unqualified Made in USA claims; a U.S. address or brand alone does not establish where the product was manufactured (Federal Trade Commission). When sourcing PCBs, make sure you understand the deliverable and which facility will perform each operation associated with your project.

The information about the company indicates fabrication and assembly in San Jose while also identifying a partner in Taiwan for volume fabrication. These two points are not in conflict; a prototype may follow a different route from a production order. Therefore, you need to record the facility and the transfer path as stated in the quote, rather than making assumptions based on the company name.

Define the PCB Requirements Before Requesting Quotes

Always send the same controlled specification with each quote request. If one supplier is quoting based on an assumed FR-4 standard stack, with a visual inspection, and another is quoting based on a specific laminate, with impedance coupons, full electrical tests, microsections and traceability, the quotes are not comparable, even with the same quantity.

FR-4 cannot be used as an overall material specification on its own, since each characteristic—resin system, glass construction method, glass-transition or decomposition behaviour, electrical losses, thickness, copper, and finish—has some effect on manufacturability and suitability for a certain facility.

Always isolate requirements and trade-off conditions. A required U.S. operation, named material, current certificate, controlled-data condition, or acceptance record should be treated as a firm requirement; whereas communication method, optional services, and some cost variations may be treated as trade-off conditions.

Which Facility Will Perform Each Operation?

The operations must be traced through the quoted route when considering location, data control, certification, or resiliency. All evidence should trace back to the legal entity, facility, assigned operation, and all transfers. Corporate capability lists can assist in the search, but the quote should also identify the facility that is taking responsibility for the released design.

AdvancedPCB’s domestic networks, Summit’s cross-border capabilities, and TTM’s international operations contain facilities that each have varying characteristics and equipment. These networks can give access to broader technological capabilities; however, they all increase the importance of determining which facility is best to match workload demands. To mark a site or capability as fully verified means that both current records and any order-specific confirmation relating to that facility are in agreement. Pending statements regarding capabilities are classified as conditional until the current records describing these capabilities can be verified. Additionally, if existing support documentation is missing or conflicting information exists regarding the same parameters, direct clarification from the manufacturer should be sought.

Can the Factory Meet the PCB Requirements?

A facility has passed the technical assessment if it confirms the released construction and identifies any exceptions. Validation includes verification of the type of PCB; PCB stackup; laminate; dimensions; finished PCB thickness; conductor and spacing limitations; copper; via construction; aspect ratio; impedance; surface finish; panel format; inspection; electrical testing; documentation; production stage; and volume. The “capable” response to any inquiry regarding a PCB’s manufacture is not construed to mean that the information has been verified against what will be provided on that particular order.

Can the Factory Meet the PCB Requirements

A registration by the DDTC does not provide or create the right to export; nor is a DDTC registration considered a certification of compliance with ITAR regulations (U.S. Department of State DDTC). ISO creates standards; however, certifications are not issued by ISO; certification is performed by external bodies (ISO). ISO 9001 serves as a standard for a quality management system, not an indication that all products manufactured under that system will meet the relevant specifications.

IPC-6012F covers qualification and performance requirements for rigid PCBs, including single-sided, double-sided, multilayer, buried/blind-via, microvia, embedded-circuitry, and metal-core constructions (Global Electronics Association). The documentation for a purchase must indicate the applicable revision and class; drawing requirements; coupons; traceability; testing records; and any customer-specific criteria.

The currency of certificates may change while assessing suppliers. For example, American Standard Circuits was granted ISO 13485:2016 certification on May 19, 2026, which is valid through March 5, 2029. The certification states that its scope includes the production of customized rigid, metal-backed, flex, and rigid-flex bare PCBs used in medical devices and medical equipment (current ASC ISO 13485 certificate). Always verify the facility’s business address, validity period, activities covered by the certificate, any exclusions listed, and issuer information listed on every certificate used as a must-pass requirement.

Compare Quick-Turn Claims and Total Cost on Equal Terms

Quick-turn may refer to the time to fabricated boards, dispatch, or delivery. It may begin with the uploading of files, completion of engineering questions, readiness of materials, or payment for the job. The comparisons will begin with the normal progression of: approved files, engineering questions closed, material ready, fabrication, outside processing if required, assembly if needed, inspection and test, shipment, and arrival. Additionally, ask the manufacturer to clarify what starts or resets the time clock, whether weekends count, and whether outside processing, assembly, reports, and freight are included.

Just because you produce something domestically does not mean it will automatically be produced at a lower cost, faster, safer, or with higher quality than products produced in other countries. Instead, domestic production only creates value when the domestic production route you choose improves at least one of the measurable attributes listed above, particularly those that affect the product or process. A well-established high-volume product could benefit from both a domestic and offshore supply/network combination. A newly introduced product or regulated low-volume product could benefit significantly from a domestic production route verified to lower the potential adverse effects of scheduling and coordination.

Make the Final Selection With a Pilot and Evidence Record

Only select a candidate after written documentation confirming necessary locations, construction, materials, certificate coverage, documentation required for auditing purposes, schedules, and acceptance conditions are all validated as meeting required criteria. If a critical item cannot be confirmed, put the selection on hold rather than treating a written marketing claim as having satisfied the necessary criteria.

Make the Final Selection With a Pilot and Evidence Record

Final documentation of any selection includes:

  • Order identification: Released revisions and files, supplier legal identifier, type of provider, assigned facility identifier, and identified transfer route.
  • Conditions of acceptance: Technical exceptions, material approvals, certificate coverage, data criteria, scheduled dates, total price assumptions, and destination.
  • Validation documentation: Pilot quantities, inspection and testing documentation, evidence of open questions as of the date of selection, date of selection, and conditions triggering or requiring re-evaluation.

Successful pilots help verify the approved revision, including route, equipment set, material, and acceptance plan, under the pilot conditions. Successful completion of a pilot does not mean that all future orders will be approved automatically. Repeat orders placed under piloted conditions must include required documentation of lot traceability, notifications for any changes in the product or process used to produce the product, material control, acceptance records, and any reassessments due to plant, process, certificate, partner, or construction changes.
